Lisa S. Smith

Lisa Smith serves as a member of the InBIA Board of Directors and has been a thought leader, consultant, incubator manager, entrepreneurial ecosystem developer and fundraiser in the U.S. and internationally during her 23 years as an InBIA member. Her international work includes establishing the first network of technology business incubators in the U.S. for Scotland’s economic development agency. As a consultant, she advised more than 30 US. communities on the creation of entrepreneurial development initiatives. She also provided launch management for four business incubators in the Washington, DC region. Most recently, she served as the founding Executive Director of the Bowie Business Innovation Center (Bowie BIC), a non-profit business accelerator, located at Bowie State University, supporting underserved technology companies and government contractors. Her work with Bowie BIC led to the award of congressionally mandated funding to establish America's first Center of Excellence for 8(a) Government Contracting at Bowie BIC in 2024. She also is a program resource and speaker on women's entrepreneurship for the U.S. State Department's International Leaders Program.
